Proto and FNA partner to bring an anti-scam trust layer to Pakistan

Proto and Financial Network Analytics (FNA) are partnering to deploy an integrated anti-scam and consumer redress capability for Pakistan, combining Proto’s local language AI agents for grievance intake and resolution with FNA’s real-time fund-tracing technology.

The partnership brings together the two halves of an effective response to authorised payment fraud – reaching the citizen, and following the money – under a single Trust Layer designed for one of the largest and most complex instant payment markets in the world.

The collaboration builds on a track record:

  1. 2025 Proto and FNA were awarded the G20 TechSprint's cybercrime and fraud mitigation award for their joint anti-scam centre solution.
  2. 2026 A consortium including Proto, FNA, the National Bank of Rwanda, GLEIF, and the University of Manchester won the AI-driven fraud and scams category at the C:\>DIR Global 'Agentic Regulator' Hackathon in Cambridge, extending the same fund-tracing and grievance-redress model to Rwanda's eKash payment rail.

Why Pakistan, and why now

Pakistan presents both the scale and the urgency that make a Trust Layer essential. The country has 240 million citizens and loses an estimated US$9.3 billion a year to scams – around 2.5% of GDP. Its instant payment landscape hosts two systems: Raast, operated by the State Bank of Pakistan, and the 1LINK switch. Government-to-person payments already run at population scale, now including nine million beneficiaries of the Benazir Income Support Programme (BISP) receiving funds through Raast – a socially critical group of first-time digital users who are especially exposed to fraud.

That combination – huge volumes, multiple rails, and a large protected-consumer tier – makes Pakistan a demanding environment, and a meaningful proving ground for a model intended to replicate across other developing markets with instant payment systems.

Proto CEO Curtis Matlock said: “21% of complaints intake across Proto’s regulatory AI agents are fraud and scams. This partnership with FNA is an exciting combination of technology — enabling us to getting money back to victims at speed.”

How the partnership works

The Trust Layer pairs the complementary strengths of the two partners. Proto provides the redress function: zero-cost grievance intake through messaging apps, SMS and voice, in Pakistan’s languages – Urdu, Punjabi, Sindhi, Balochi, Saraiki, and Pashto – with AI-mediated resolution and automatic escalation of scam reports. FNA provides the recovery engine: its track-and-trace technology reconstructs the full payment chain across participating institutions in real time, using network analysis to identify mule accounts and produce a ranked list of where funds can still be frozen – within the narrow window, often under 24 hours, in which recovery remains possible.

The implementation is supported by Gates Foundation-funded implementation over 24 months to integrate with the Raast instant payment system, before transitioning to a self-sustaining model so the grievance redress and fund recovery capability endures without recurring donor capital. Crucially, the Trust Layer’s liability design ensures the cost of protection never falls on low-income consumers.

FNA CEO Kimmo Sormäki said: “This grievance redress deployment in Pakistan puts the lowest-income consumers and scam victims at the centre of the intervention. FNA is committed to embedding its funds recovery capabilities proven in Malaysia and the UAE into this urgent context with Proto.”

A model beyond one country

The Pakistan deployment is one of multiple national reference cases where Proto and FNA are embedding redress and fund recovery into digital public infrastructure. Low- and middle-income countries are increasingly building the Trust Layer in from the start, rather than as a post-harm intervention.

As the role of redress and fund recovery becomes essential for digital trust, Pakistan will stress-test the technology and sustainability model in a high-complexity, multi-switch market at national scale. Together, the public and private partners in this initiative can demonstrate that protecting consumers and expanding financial inclusion are not competing goals – they are the same project.
